Introduction

Defense departments are having to deal increasingly with limited budgets—operating and capital—to deal with increasingly complex threat environments. This puts a premium on the modeling and accuracy of financial planning approaches. The idea is to make the best use of financial resources to put the best programs/weapon systems in place. This special issue is offered to consider all aspects of this problem. Topics include:

• capital rationing
• rationing operating funding
• allocating capital and operating funding under uncertainty
• the special case of rationing operating funding with a finite life (usually a year)
• cost-benefit analysis
• principles of net present costing
• multi-criteria defence decisions and financial planning
• financial aspects of project management
• any other defense decision topic where sound financial analysis is required

Papers submitted should not be concurrently under review at another conference, journal, or similar venue.

Note: Manuscripts must not have been previously published or be submitted for publication elsewhere. Each submitted manuscript must include title, names, authors' affiliations, postal and e-mail addresses, and a list of keywords. For multiple author submission, please identify the corresponding author.

Due Dates

Submissions for Full Paper Review

All manuscripts must be submitted electronically through the paper submission system to the JDMS Manuscript Submission System. Manuscripts must be formatted in single-column pdf format, double-spaced, and use 12pt fonts. In the title page, author(s) must specifically mark that the paper is intended for this special issue as follows: Financial Planning Models for Defense.

Final paper submissions

Each final submission must be prepared based on the JDMS journal requirements (see the Author Guidelines for JDMS page).
